Are these motors waterproof?

The sensor ports are not so t hey do not get a waterproof rating but you can seal up the sensor port with silicone.

Will the skyrc toro 150 esc work with this motor?

The LiPo c-rating depends on the application and the total current draw, but in general 30C and up is more than adequate. The TS150 ESC will work on that motor as well.

Could I use the 2500KV in a 3S/4S Lipo in a 1/10 monster truck applications with 120Amp ESC & 2.8 Badlands MX28 on 17mm hex's?
