Does it harge lihv to proper voltage?
These do not have a HV setting on them so it would only charge to 4.2V/cell.

This charger 80w. Is it okay for 300mamp 2 s batteries? Or is it too much wattage?
Yes, it would be fine to charge the 300mah 2s lipo batteries. The charge Amperage is adjustable also.
